MILAN (AP) — The European Commission on Tuesday announced an in-depth investigation of German airline Lufthansa’s planned takeover of Italian carrier ITA Airways, citing competitive concerns. Lufthansa signed a deal last year for a 41% minority share in the long-struggling ITA Airways, formerly Alitalia. The deal calls for a 325-million-euro ($354 million) investment by Lufthansa, and another 250 million euros ($272 million) from the Italian Finance Ministry. The European Commission cited concerns about reduced competition on short-haul flights between Italy and Central Europe and long-haul routes between Italy and the United States, Canada, Japan and India. ITA Airways and Lufthansa compete on the Central European flights, where low-cost players generally serve secondary airports.

It was seen on taking power as the country's most right-wing since wartime dictator Benito Mussolini, as Meloni's Brothers of Italy party traces its roots to the post-fascist Italian Social Movement (MSI). At home she pleased her rightist grassroots through measures to defend the traditional family, protect Italy's cultural heritage and try to stem migrant arrivals. That makes it harder for Meloni to keep her tax-cutting promises and makes Italy's debt, equal to 140% of national output, vulnerable to market sell-offs. Last week Meloni weathered the first of several reviews on Italy's debt when S&P Global Ratings confirmed the country's BBB rating with a stable outlook. Opposition parties are clamouring for a vote in parliament, but Meloni said on Wednesday that was not about to happen and linked the debate to ongoing discussions on a broader reform of European budget rules. "Italy's interest is addressing negotiations on European governance, which covers the entirety of our national interests," she told parliament. "Meloni does not want to leave the anti-ESM front to Salvini and nobody wants to lose face," he told Reuters. Despite irritation in Brussels over the dithering in Rome, EU officials have told Reuters that any attempt by Meloni to link ESM approval to much more significant budget reform will not pay off. Italy, which has the second largest debt mountain in relation to its GDP in the euro zone after Greece, has criticised the suggestion.

Media tycoon Berlusconi founded Forza Italia when he entered politics in 1994. "I expect Brothers of Italy to be attractive to Forza Italia members," Lorenzo De Sio, a politics professor at LUISS University in Rome, said. The relationship between Berlusconi and Meloni repeatedly came under strain since they won general elections together last year. That triggered a long process which ended up in a merger between Forza Italia and MSI's heir Alleanza Nazionale in a single party. Althea Spinozzi, fixed income strategist at Saxo Bank, said the risk associated with investing in Italy can decrease with a downsized Forza Italia.

The birth rate in Italy has been declining steadily since the economic crisis in 2008, for reasons demographers agree is rooted in economic insecurity. In France, the birth rate is higher at 1.8 children per woman, according to figures for 2022 from its national statistics agency. The Catholic Church, which is a predominant political force, and the right-wing government under Meloni have both lamented the low birth rate, but have put up roadblocks to ways to remedy the situation. De Luca blames the government for not doing enough for the younger generation, in part because decades of low birth rates have made the youth a minority. Testa fears that the low birth rate is contagious.
